The Problem

Managing staff who work irregular hours can be tough, but when lives are at stake it’s essential. Gloucestershire Fire & Rescue Service, England is home to over 250 part-time fire fighters. The Service was coming up against the problem of ensuring that there were sufficient part-time staff, with the relevant skills, available to attend incidents over 24-hours. Since most of the part-time staff have civilian jobs too, it wasn’t always easy for them to inform the Fire & Rescue Service of their availability. Many part-time firefighters at Gloucestershire FRS had to physcially go in or phone the station to record their availability on a white board or spread sheet.

As a consequence, the Emergency Control Room never knew exactly how many vehicles could respond to an emergency call. Managers didn’t know who would be responding to an emergency callout and they were unable to compile accurate and meaningful performance data.

The Task

To design a software solution that would allow part-time staff to manage their time from anywhere which would give managers the information to respond to emergency call outs with real-time information.

The Solution

Gartan Availability is an easy to use system designed for the Fire & Rescue service, which simply allows part-time staff to report when they’re available from anywhere they can go on line. As a result, firefighters can now manage their time via PC, smart phone, text messaging via an automated landline booking system. This information immediately updates which means managers know who is available in ‘real time’, there’s no guess work. Plus there is a minimum staff level alert built in which tells managers when they don’t have enough people on call.

Gartan Availability is compatible with the FRS’ existing Training, HR and Command & Control Systems and offers valuable statistics on performance and efficiency. Plus it can be adapted easily to accommodate changes in requirements so Gloucestershire has saved a lot in time and dramatically improved efficiency. Most importantly, the Emergency Control Room at Gloucestershire is always aware of what emergency resources are available 24/7.
